Penal Code (Egypt, Law No. 58) in English

Law No. 58 of 1937 promulgates the Egyptian Penal Code, the foundational statute of substantive criminal law in Egypt and one of the oldest codes still in force in the region. It opens with the general principles of criminal responsibility — legality, participation, attempt, defences — and then sets out the specific offences, grouped by the interest they protect: the security of the state, public administration, persons, property and public morals.

Nearly ninety years of amendment sit on top of the 1937 text, folding in offences the original drafters never contemplated. The code is requested by criminal defence and compliance lawyers with matters before the Egyptian courts, by academics studying Arab criminal law (for which Egypt is the usual starting point), and by companies assessing criminal exposure attached to doing business in Egypt.
