Cabinet Resolution No. 1006/1 of 2003 lists the economic activities and projects open to foreign investors in Kuwait under the 2001 foreign direct investment law — the positive list that determined what a foreign company could actually be licensed to do. Kuwait's FDI regime has since been rebuilt around KDIPA under the 2013 investment law, but licences and structures from the 2003 list era are still assessed against it.
