Establishing Kuwaiti Companies with 100% Foreign Shares of Capital (Kuwait, Cabinet Resolution No. 1006-2, 2003) in English
Cabinet Resolution No. 1006/2 of 2003 sets the conditions for establishing Kuwaiti companies with 100% foreign-owned capital — the companion instrument to the 2003 activities list, and at the time a notable departure from the default requirement of Kuwaiti participation. It defined when full foreign ownership was possible under the 2001 FDI law.
Together with Resolution 1006/1 this text documents the first opening of Kuwait to wholly foreign-owned companies; investors and advisers dealing with entities formed on that basis still need the original conditions.
