Regulating Build-Operate-Transfer Operations and State Properties (Kuwait, Law No. 7, 2008) in English

Law No. 7 of 2008 regulated build-operate-transfer (BOT) operations and the use of state property in Kuwait — for years the legal route by which private capital could build and run projects on public land. It was enacted to discipline a BOT market that had grown informally, and it governed until the 2014 public-private partnership law replaced the framework.

Investors and lenders with projects concessioned under the 2008 regime, and counsel handling disputes over BOT terms from that period, still work from this text; it also documents a formative stage of Gulf PPP practice.
