Professional Companies Statute and Executive Regulations (Saudi Arabia, Royal Decree M/4, 1991) in English

The Professional Companies Statute, issued by Royal Decree No. M/4 of 1412H (1991) with its executive regulations, governed how licensed professionals in Saudi Arabia — accountants, engineers, consultants, lawyers — could practise together in company form, including the terms on which foreign professional firms could partner with Saudi practitioners. A new professional companies law replaced the regime in 2019, but structures formed and conduct occurring under the 1991 statute are still assessed against it.
