UAE Constitutional Amendments No. (1) of 2009

Constitutional amendments to the UAE Constitution are the highest-ranked instruments in the federal legal order. The Constitution itself was adopted in 1971 as the founding document of the federation. It was originally provisional and was made permanent by amendment in 1996. Subsequent amendments have addressed the federal capital, the powers and composition of the Federal National Council, the rules on succession and the offices of President and Vice-President, and the structure of federal authorities.
The texts collected here include the principal amendments adopted since 1971 together with their accompanying explanatory material where available. Constitutional amendments are enacted with the assent of the Supreme Council of the federation and override any conflicting provision of federal law, federal decree, or emirate-level instrument. They are the appropriate starting point for any structural question about the architecture of the UAE federation. For ordinary federal legislation see UAE laws in English.
