Federal Circulars Information

UAE federal circulars are administrative instruments through which federal ministries and authorities issue interpretive guidance, procedural instructions, and policy clarifications addressed to subordinate bodies, regulated entities, and the public. Circulars do not create new statutory obligations of their own force, but they bind the issuing administration in its dealings with the public and signal how supervisory powers will be exercised in practice. Courts treat them as evidence of administrative practice when interpreting underlying statutes and regulations.
