UAE environmental laws form a layered framework of federal primary legislation, cabinet implementing regulations, ministerial resolutions issued by the Ministry of Climate Change and Environment, and local emirate regulation. The federal level establishes general principles for the protection of the environment, requirements for environmental impact assessment, controls over hazardous substances and waste, protection of biodiversity, and offences and penalties for pollution events.
