Umm Al Quwain local laws are issued by the Government of Umm Al Quwain under the authority of the Ruler and operate within the UAE federal framework. The principal instruments are emiri decrees, executive council decisions, and administrative resolutions of departments and authorities. As with the other smaller emirates, Umm Al Quwain legislates principally in fields not exhaustively regulated at federal level, including local real estate, municipal matters, and free-zone activity.
The legislation collected here covers the Umm Al Quwain Free Trade Zone and its licensing regime, real estate registration in the emirate, local court organisation, and municipal services. These instruments are read together with the federal-tier statutes that apply across the UAE, collected on UAE laws in English.
Municipal affairs, land, tenancy and the UAQ Free Trade Zone. The emirate publishes little in English, so translated local instruments are often the only accessible source for its rules.
Typically because it holds a UAQ free-zone licence or property in the emirate — both governed by local instruments that differ from the neighbouring emirates' equivalents.
