What is the difference between a Federal Law and a Federal Decree-Law in the UAE?
A Federal Law passes through the Federal National Council before promulgation, while a Federal Decree-Law is issued directly by the President when the FNC is not in session. Both carry the same binding force once in effect, and much recent UAE legislation — including the current penal code and commercial code — was issued as decree-laws.
Do UAE federal laws apply inside the free zones?
As a rule yes, with one significant carve-out: the financial free zones (DIFC and ADGM) have their own civil and commercial law and courts, so federal civil and commercial legislation generally does not reach them. Criminal law and other public-order legislation applies everywhere in the federation.
