UAE federal laws are the principal statute tier in the federal legal hierarchy. They are passed by the Federal National Council under article 89 of the Constitution and ratified by the President of the UAE. As primary legislation they prevail over decrees, resolutions, ministerial decisions, and emirate-level instruments, and they may only be amended or repealed by another federal law.
